The Guidelines for Volunteering in the Public Service are an important tool that establish procedures to be observed by Public Institutions and by young graduates from colleges and universities who apply for volunteer opportunities in order to acquire skills and experience in various government activities while waiting for employment. For a long time, there has been an informal arrangement on how to recruit and supervise young people applying for volunteer positions in the Public Service. This situation has led Public Institutions to adopt different procedures and approaches in handling volunteer-related matters, thereby causing complaints among volunteers.

The President’s Office – Public Service Management and Good Governance is mandated to formulate and oversee various policies and guidelines related to the administration and management of human resources in the Public Service. In line with this mandate and pursuant to Section 35A of the Public Service Act, Chapter 298, the Office, in collaboration with various stakeholders, has prepared the Guidelines for Volunteering in the Public Service. These Guidelines provide direction, guidance, procedures, and key considerations for recruiting and supervising young volunteers in the Public Service.

The Guidelines for Volunteering in the Public Service clearly outline how Public Institutions shall recruit and manage young volunteers, taking into account that these volunteers are not employees of the Public Service. It should be understood that volunteering is not a criterion for employment in the Public Service; rather, it is intended to equip young people with experience and skills in the fields they studied, enabling them to compete effectively in both the domestic and international labor markets and ultimately secure employment.

It is the Government’s expectation that these Guidelines will establish uniform policy and operational procedures in handling volunteer-related matters within Public Institutions. Furthermore, they are intended to eliminate complaints and perceptions of favoritism that have existed among stakeholders and volunteers in the Public Service across various fields.

In order to strengthen management and good governance, I hereby direct Ministries, Independent Departments, Government Agencies, Public Institutions, Public Corporations, Regional Secretariats, and Local Government Authorities to adhere to and implement these Guidelines so as to achieve the Government’s objective of having a clear and standardized framework for effectively recruiting and supervising young volunteers, ensuring equity, and expanding opportunities for learning and gaining experience through Public Institutions that provide services to citizens.
