As Tanzania prepares for the 2025 General Election, the Independent National Electoral Commission (INEC) has officially announced the commencement of mandatory training sessions for all selected Polling Station Supervisors, Assistant Supervisors, and Polling Clerks. This call follows the legal mandate provided under Section 6(6) of the Presidential, Parliamentary, and Councillors Elections Act No. 1 of 2024, read in conjunction with Regulation 11 of the 2025 Election Regulations. The primary goal of this training is to ensure that every official entrusted with electoral responsibilities fully understands their role in upholding transparency, fairness, and professionalism throughout the election process. The General Election represents the highest expression of the people’s will, and its success depends largely on the competence and integrity of those who manage polling stations across the nation. INEC recognises that well-trained officials form the backbone of credible elections. As such, this initiative is not merely procedural it is a deliberate effort to empower election staff with the knowledge, ethical awareness, and operational skills necessary to safeguard every ballot cast. The training will immerse participants in practical exercises designed to simulate Election Day conditions, covering topics such as voter verification, ballot handling, queue management, incident reporting, and result transmission. Participants will also be guided on the legal boundaries of their authority, conflict resolution techniques, and the importance of maintaining neutrality in politically charged environments. By investing in this preparatory phase, the Commission aims to guarantee a process that reflects the democratic aspirations of Tanzanians one that is peaceful, transparent, and credible in the eyes of citizens, observers, and the international community alike.

The training programme will be conducted across all constituencies in a decentralised format to maximise accessibility and participation. Sessions are scheduled to begin at 1:00 a.m. from October 25 to October 27, 2025, with different categories of officials attending on separate days.

On October 25, 2025, Lead Polling Clerks will attend sessions held at various secondary school halls and government facilities within their constituencies. On October 26 and 27, 2025, the sessions will be extended to Polling Station Supervisors and Assistant Supervisors, who will receive more advanced instruction on technical and administrative procedures. Each training session will be coordinated by regional electoral officers, supported by experienced trainers who have served in previous elections. Participants will receive official training materials, including electoral manuals, code of conduct documents, and procedural guides.

These materials have been updated to reflect recent legal and technological developments, such as the introduction of digital result transmission systems and improved data verification mechanisms. The training also emphasises inclusivity, ensuring that women, youth, and people with disabilities serving in electoral roles receive the necessary support to perform their duties effectively. Every participant is expected to attend all sessions in full; failure to do so without valid justification may result in removal from the official list of polling staff.

Before, during, and after the training, participants are expected to demonstrate discipline, punctuality, and commitment to ethical conduct. Prior to attending, each selected official must confirm their participation, review the training materials provided, and report to the designated venue with their national identification card, appointment letter, and personal writing materials. During the sessions, they must engage actively by asking questions, participating in group discussions, and completing practical exercises designed to test their readiness.

After the training, participants will be officially assigned to specific polling stations within their constituencies, where they will carry out their duties under the supervision of Returning Officers. These assignments will include detailed information about polling centre setup, staff hierarchy, logistics, and emergency procedures.

On Election Day, each official will be responsible for setting up polling equipment, verifying voter lists, ensuring orderly voting, securing ballot boxes, and supervising the counting and announcement of results.

The Commission has emphasised that professionalism, neutrality, and patience will be key virtues for all election staff, as even minor errors or misconduct could compromise the integrity of the entire process. Continuous support and evaluation will be provided before and after the election to ensure that all officials meet the expected standards of performance.

By attending this training and accepting their appointments, all polling officials become part of a historic national mission to uphold democracy through credible, transparent, and peaceful elections.

Their roles transcend administrative functions; they embody the trust and confidence of the Tanzanian people. The Independent National Electoral Commission has stressed that impartiality, accountability, and respect for every voter’s right are non-negotiable principles that must guide all actions at polling stations.

Through these preparatory sessions, the Commission seeks to build not only competent officers but also ambassadors of democratic integrity who understand that their service extends beyond Election Day. Each ballot cast represents a citizen’s voice, and each official’s duty is to protect that voice without bias, favour, or fear. The 2025 General Election is expected to be one of the most technologically advanced and closely observed in Tanzania’s history, and the nation’s reputation for stability and fairness will depend heavily on the dedication of those trained under this programme.

Officials are therefore reminded to treat this responsibility with the seriousness it deserves, as their performance will shape both national confidence and international perception of Tanzania’s democratic process. In fulfilling this duty, every Polling Station Supervisor, Assistant Supervisor, and Clerk stands as a guardian of democracy ensuring that every vote counts and every citizen is heard.
